Cooperation and lessons for France
Participants praised China's advances in science and technology, industrial upgrading, and the execution of medium- and long-term development plans. They said its growing capacity for independent innovation was opening up opportunities for cooperation with France.
Ahmed Atti Allah, director of the Vocational Training Institute in the French department of Haute-Loire, argued that France could learn from China's governance practices. "When we see China's achievements on the international stage, we naturally feel sincerely delighted," he said.
He suggested that studying China's organizational and management approaches could help France improve results in the economy, culture and other fields. "In any case, the Chinese government's practices are worth learning and emulating," he said.
Attendees also credited the dialogue with giving French society an accurate, comprehensive view of China from several perspectives. They said it encouraged exchanges across sectors in both countries and helped advance friendly bilateral cooperation.
Party governance and the October resolution
The fifth plenary session of the 20th Central Committee of the Communist Party of China (CPC), held the previous month, was a central reference point in the discussions. Participants described its successful convening as an opportunity for other countries to better understand how China is governed.
They argued that China's experience with full and rigorous Party self-governance could inform party building and national governance elsewhere, as well as efforts to improve global governance. In their assessment, that experience could provide valuable public goods amid international change and turbulence.
The plenary session adopted a resolution on persevering with full and rigorous Party self-governance, according to a Xinhua report carried by China Military. Finalized on October 29, 2026, the resolution sets out more than 200 measures.
Those measures include stronger efforts to combat new and concealed forms of corruption: the use of proxies known as "white gloves," post-retirement "revolving door" collusion, and graft involving the internet, virtual currencies, cross-border capital flows and blockchain technology.
A dialogue series spanning countries
The French gathering was part of the multi-country "China's Governance and Worldwide Development Global Dialogue" series. Its U.S. Session took place in Washington, D.C., on November 2, 2026, according to the Embassy of the People's Republic of China in the United States.
At that event, Chinese Ambassador to the United States Xie Feng delivered a keynote speech introducing General Secretary Xi Jinping's address and the guiding principles of the fifth plenary session of the 20th CPC Central Committee.
